California Work & Family Coalition Statement on the 2026 May Revise
California - California Work & Family Coalition is a statewide alliance of organizations united in the belief that all people deserve the time and resources to care for themselves and each other. We envision a world where all people, whether currently working or not, have the power, time, resources, and support systems to care for themselves and their families, whether biological or chosen, to build collective community, to rest and pursue fulfilling and healthy lives.
We applaud the inclusion of progressive revenues in the May Revise. This is an important step towards ensuring no one in our state is unable to meet their basic needs. Additionally, we are happy to see funding for 14 weeks of paid pregnancy leave for school employees included, a policy that California educators and school employees have been fighting for for years.
Despite these important bright spots, we are deeply disappointed to see that the May Revise slashes healthcare for immigrants, older adults and people with disabilities. The May Revise doubles down on a two-tiered healthcare system based on immigration status by maintaining the enrollment freeze for undocumented Californians, maintaining the cuts to the dental benefit for adults with "Unsatisfactory Immigration Status (UIS)" and increases the monthly Medi-Cal premiums for adults with “UIS”. Under the Fee-for-Service model, we ask that the savings generated remain in the Medi-Cal system, that people can maintain their doctors to the maximum extent possible, that they get access to providers with language access, and that they continue getting access to specialty care, including gender affirming care. Furthermore, the budget exacerbates harm for older Californians by cutting IHSS and reinstating a punitive $2,000 Medi-Cal asset limit for older adults and people with disabilities. Together, these proposals will impact millions of immigrants, older adults and people with disabilities.
California is now the 4th largest economy in the world. California has the state resources to chart a different course from that of the federal government. We call on our state Legislature and Governor to embrace California values of inclusion and care in the final budget instead of compounding harm from federal cuts.
